Gary Locke and the Community Development staff have issued an open invitation to join them tonight to talk about the pro’s and con’s of a possible rental licensing program in Kent. Given that nearly 70% of Kent’s housing stock falls into a rental categoy, you can see that this type of program could have wide spread impacts. This is not a decision meeting nor is it any kind of voting meeting. It’s just a chance for the staff to pitch a few ideas from research in other cities to see what might work here in Kent. Everyone seems to agree that maintaining quality neighborhoods is critical to our future as a City; the question is how we strike a balance in housing uses to make sure we get there.
Why License Rental Properties?
- Promote the health, safety, and welfare of the general public.
- Assure preservation of the existing housing supply.
- Help maintain property values.
- Work toward eliminating substandard and deteriorating rental housing.
- Maintain a living environment that contributes to healthful individual and family living.

Good Morning Everyone:
I just wanted to send out a reminder and the agenda for the next Joint City Council, Planning Commission, BZA and Environmental Commission meeting which will be on April 7, 2009 at 7 PM in the Kent City Council Chambers.
Per our last discussion, we will be taking some time to talk about the pros and cons of a comprehensive rental licensing program. While this is not a zoning issue per se, it does tie into the last several discussions we have had on rooming and boarding houses and can serve as a supplement to the regulations in the zoning code regarding these uses. I will have a power point presentation and am hoping that we can have some good discussion on the issue.
